More Accessible Browsers?

I have a number of tools to block flashing animation in Firefox, but don't have any solutions to the flashing menus. Can anyone suggest a browser that works, that has decent cookie handling like Firefox, and that doesn't hurt to use?

At home I use Seamonkey with an out of date version of Flash and images turned off. If you give me an example site with flashing menus, I can check it out.
