My 7yr old daughter has an issue at School regarding her SPD.
The Teacher doesn't let DD go outside until her jacket is zipped up and she is wearing gloves, scarf, hat/hood up.
She quite happily wears gloves and a scarf and usually puts up her hood/occasionally she wears a hat, however, she refuses point blank to zip up her jacket (she won't say why though).
The issue regarding school though is that when DD tells teacher "I don't like my jacket zipped", teacher shouts at her whilst zipping coat for her (usually upto about her chin) saying "Tough, it is getting zipped if you like it or not"

Talk to your daughter and her teacher about a compromise. Will she wear a hoodie under her jacket, and put her jacket on over? Will she zip it up part way? What is the problem for her? Is it feeling compressed near her chin? If she had space near her chin would that help?
If you can get both of them to agree on a compromise, that's really where you want to try to go here. She needs to find a way to stay warm that is comfortable, and the teacher needs to learn how to be accepting of other people staying warm in other ways. So, open up that conversation, and advocate for your daughter with what she says works well that would be a compromise.
(May or may not work, but seems worth trying.)

Yes, she probably would wear a hoodie under her jacket but School wouldn't approve of that because they want kids wearing their uniform which is t-shirt and jumper which both have School logo on it, trousers/skirt plus jacket which is supplied as part of the uniform.
She would zip it up part way yes (most likely just below her chin).
Yes, I think it is feeling compressed near her chin but I don't understand what you mean when you ask "if she had space near her chin would that help?".

I just meant whether it'd help to not have it as close to her chin. If she'd zip it just to close to her chin, but not all the way up, I'd start there, talk to them about zipping it up there, and wearing the scarf, but the fact that zipping it up all the way causes her problems and forcing her to zip it up all the way more likely leads to her zipping it up not at all. (I'd personally explain the "isn't it better for someone to learn to zip up their coat, than to do it exactly your way?" but doing that in the wrong way could probably make it worse. I have the advantage that people tend to listen to me with those sorts of arguments being both a disabled person and another professional instead of a parent.)
